Battlemode hotkeys delay?

Well basically i've got a problem with my battlemode bars.
If I've got say a valk shield hotkey'd on 1 and like a weapon on 2 and press 1 and then 2 right after, i'll equip the shield but not the weapon , and if i have a ele converter on 3 and press 123 fast , only the shield will be equipped.

So basically what I am wondering is if this is a bug and if there's any way to make the switching instant.
